3M Open Fund 50/50 Raffle

OFFICIAL RULES

1. THE RAFFLE. The 3M Open Fund (the “Sponsor”) will conduct one (1) 50/50 raffle (the “Raffle”) during the 2026 3M Open golf tournament (the “Tournament”) at TPC Twin Cities, 11444 Tournament Players Parkway, Blaine, Minnesota 55449 (the “Tournament Grounds”).

RAFFLE PERIOD

  • Thursday, July 23, 2026, at the time public gates open (approximately [7:00 a.m. C.T.]) through Sunday, July 26, 2026 at [3:15 p.m. C.T.], or such other time as is announced and posted by the Sponsor at the Tournament Grounds (the “Raffle Period”).
  • The winning entries will be drawn on Sunday, July 26, 2026 at approximately [8:00 p.m. C.T.], following the conclusion of final-round play.

Ticket prices:

  • $20 – ten (10) raffle entries
  • $40 – one hundred (100) raffle entries
  • $100 – four hundred (400) raffle entries
  • $200 – two thousand nineteen (2,019) raffle entries
  • This is a single-number, multiple-entry raffle. Each purchaser will receive one (1) unique raffle number printed on the purchaser’s ticket. That raffle number will be entered into the drawing the number of times corresponding to the price point purchased (for example, a $40 purchase results in the purchaser’s single raffle number being entered into the drawing one hundred (100) times). At the time of sale, each raffle number and its corresponding number of entries is captured and electronically recorded as entries in the Raffle by an electronic raffle selection system, in accordance with Minnesota Statutes, section 349.173.
  • Multi-entry pricing is only available for purchases made in a single transaction.
  • Ticket pricing is subject to change based on special promotions posted by the Sponsor at the point of sale.

2. ELIGIBILITY. The Raffle is conducted in the State of Minnesota and is only open to participants who (i) are eighteen (18) years of age or older at the time of purchase, (ii) are permanent legal residents of the fifty (50) United States or the District of Columbia, and (iii) are physically present on the Tournament Grounds in the State of Minnesota at the time of ticket purchase. The Raffle is void outside the State of Minnesota and wherever otherwise prohibited or restricted by law. Participants do not need to be present at the drawing to win any prize. Executives, officers, directors, and senior management of the 3M Open Fund, the [TB1 Fund], and [The Brown Boys Benefit] (collectively, the “Beneficiaries”), employees, volunteers, temporary or contract workers, and agents directly involved in the conduct of the Raffle (including employees of the electronic raffle system provider), and the immediate family members (defined as parents, spouses, children, siblings, grandparents, and their respective spouses) and members of the same household (whether related or not) of each of the foregoing, are not eligible to enter or win.

3. PURCHASE LOCATIONS; PAYMENT. Raffle tickets may be purchased only in person:

  • at Raffle kiosks located [at the main admission gates, the 18th-hole fan village, and other locations designated by the Sponsor] on the Tournament Grounds; and
  • from roaming Raffle sellers located throughout the Tournament Grounds, each day of the Raffle Period from the time public gates open until [close of gates (Thursday–Saturday)] and until the close of the Raffle Period on Sunday, July 26, 2026.

Payment. Raffle tickets may be purchased with cash or debit card only. Raffle tickets may not be purchased with a credit card, personal check, or any other form of payment. Raffle tickets are not sold online, by mail, or by telephone. Raffle tickets may be sold only for the posted price and may not be provided free of charge or for any other consideration. ALL PURCHASES OF RAFFLE TICKETS ARE FINAL AND NON-REFUNDABLE.

RAFFLE TICKETS ARE NONDEDUCTIBLE. No portion of the Raffle ticket price may be deducted as a charitable contribution for federal or state income tax purposes.

4. PRIZES.

a. Grand Prize. One (1) grand prize consisting of a cash prize equal to fifty percent (50%) of the gross Raffle ticket sales revenue from the cumulative sale of Raffle tickets during the Raffle Period, up to a maximum prize amount of Fifty Thousand Dollars ($50,000) (the “Grand Prize”). Once gross Raffle ticket sales exceed One Hundred Thousand Dollars ($100,000), one hundred percent (100%) of all additional proceeds will be retained for the benefit of the Beneficiaries. The approximate prize amount will be announced after the conclusion of Raffle ticket sales and before the drawing.

b. Secondary Prizes. In addition to the Grand Prize, two (2) additional winning raffle numbers will be drawn, each winning one (1) 3M Open prize pack with an approximate retail value of $500 each. Secondary Prizes are not redeemable for cash and may not be substituted, assigned, or transferred, except by the Sponsor in its sole discretion. A raffle number is eligible to win only one (1) prize in the Raffle; if a raffle number that has already been drawn is drawn again, that draw will be voided and another entry will be drawn.

c. Beneficiaries. Net Raffle proceeds, after payment of prizes and allowable Raffle expenses, will benefit the 3M Open Fund, the TB1 Fund, and The Brown Boys Benefit, and the charitable programs and lawful purposes each conducts and supports.

5. WINNER SELECTION. 

a. The winning entries will be randomly selected in a public forum at the Tournament Grounds on Monday, July 27, 2026 at approximately [8:00 a.m. C.T.] using a random number generator that is part of an electronic raffle selection system that complies with Minnesota Statutes, section 349.173, and the rules of the Minnesota Gambling Control Board. The Grand Prize winning entry will be drawn first, followed by the two (2) Secondary Prize winning entries.

b. The winning raffle numbers will be posted online at 3MOpen.com and on the Tournament’s official social media channels, for a period of sixty (60) days after the drawing. Winners need not be present at the drawing to win or claim any prize. In the case of a discrepancy between an announced winning raffle number and the actual winning raffle number recorded by the electronic raffle selection system, the actual recorded number will be the valid winning number.

6. ODDS OF WINNING. The odds of winning depend on the total number of Raffle entries sold. There is no minimum and no maximum number of Raffle tickets that must be sold.

8. JURISDICTION AND RELEASE BY PRIZE WINNERS. The Raffle shall be governed by and interpreted in accordance with the laws of the State of Minnesota applicable to raffles fully carried out within Minnesota, without giving effect to any choice-of-law or conflict-of-law rules. Except where prohibited by law, all winners, by acceptance of a prize, agree to release the Sponsor, the Beneficiaries, TPC Twin Cities, the PGA TOUR, the electronic raffle system provider, and each of their respective parents, subsidiaries, affiliates, and their respective officers, directors, employees, volunteers, contractors, and agents (collectively, the “Released Parties”) from any and all liability for claims, actions, or proceedings for injuries or damages sustained in connection with the receipt, ownership, or use of any prize or participation in the Raffle or any prize-related activity. Any and all claims, judgments, and awards shall be limited to actual out-of-pocket costs incurred, excluding attorneys’ fees, and each participant waives all rights to claim punitive, incidental, and consequential damages. Any action arising out of or relating to the Raffle or these Official Rules shall be brought only in a federal or state court located in the State of Minnesota, and each participant submits to the exclusive personal jurisdiction of such courts.

9. ENTRANT’S PERSONAL INFORMATION. Information collected from entrants is subject to the Sponsor’s privacy policy. By purchasing a Raffle ticket and providing personal contact information, each purchaser consents to the receipt of communications from the Sponsor related to the Raffle, including winner notification. Entrants may opt out of marketing communications at any time by following the instructions provided in such communications or by written request to the Sponsor at the address in Section 11.

10. LIMITATIONS OF LIABILITY. The Released Parties are not responsible for and assume no liability for (a) any incorrect or inaccurate entry information, or any faulty or failed electronic data transmission; (b) late, lost, stolen, damaged, mutilated, altered, incomplete, or misdirected Raffle tickets or claim requests, or tickets or claim requests received or presented through impermissible or illegitimate channels, all of which will be disqualified; (c) unauthorized access to, or theft, destruction, or alteration of tickets or entries at any point in the operation of the Raffle; (d) any technical malfunction, failure, error, omission, interruption, deletion, defect, or delay in operation of the electronic raffle selection system or any equipment, systems, networks, or providers used in any aspect of the operation of the Raffle; or (e) printing, typographical, electronic, or human errors which may occur in the offer or administration of the Raffle. Entrants agree that the Released Parties (i) shall not be responsible or liable for, and are hereby released from, any and all costs, injuries, losses, or damages of any kind arising from, in whole or in part, directly or indirectly, participation in the Raffle or any Raffle-related activity, or from an entrant’s acceptance, receipt, possession, use, or misuse of any prize, and (ii) have not made any warranty, representation, or guarantee, express or implied, in fact or in law, with respect to any prize, including its quality or fitness for a particular purpose.

11. SPONSOR; LICENSE. The Sponsor of the Raffle is the 3M Open Fund, a 501(c)(3) charitable organization, [11444 Tournament Players Parkway, Blaine, Minnesota 55449]. The Raffle is conducted pursuant to Minnesota Lawful Gambling License/Exempt Permit No. 9617526001 issued by the Minnesota Gambling Control Board, a copy of which is posted at the premises.

12. WINNER LIST. For the names of the prize winners, send a self-addressed, stamped envelope to: 3M Open Fund 50/50 Raffle – Winner List Request, [11444 Tournament Players Parkway, Blaine, MN 55449]. Requests must be received within ninety (90) days of the drawing.

13. TAXES. All winners are subject to IRS and Minnesota rules and regulations regarding gambling winnings. Winners of reportable prizes will receive an IRS Form W-2G from the Sponsor. The Sponsor will not distribute any monetary prize to any winner without having received the winner’s signed IRS Form W-9. Any winner of a prize greater than $5,000 will have federal income tax (and Minnesota state income tax, where required) withheld from their winnings in accordance with IRS and Minnesota Department of Revenue requirements. Winners are otherwise solely responsible for any and all taxes, costs, fees, and expenses associated with the prize award, receipt, and use, including all federal, state, and local taxes on the prize.

14. GENERAL RELEASE; GENERAL CONDITIONS. All expenses related to the receipt and use of any prize not specifically stated herein are the sole responsibility of the winner. The Sponsor reserves the right, in its sole discretion, to disqualify any individual who tampers or attempts to tamper with the entry process or the operation of the Raffle, violates these Official Rules or any Minnesota statute or rule, or acts in an unsportsmanlike or disruptive manner. Any attempt by any person to deliberately undermine the legitimate operation of the Raffle may be a violation of criminal and civil law, and, should such an attempt be made, the Sponsor will contact law enforcement and reserves the right to seek damages and other remedies from any such person to the fullest extent permitted by law. Entry in the Raffle constitutes agreement to abide by these Official Rules and the decisions of the Sponsor (including, without limitation, decisions regarding the eligibility of tickets, the verification of winning tickets, and the redemption, amount, and award of prizes), which are final and binding in all respects. Subject to the approval of the Minnesota Gambling Control Board where required, the Sponsor reserves the right, in its sole discretion, to cancel, terminate, modify, or suspend the Raffle if it is not capable of being conducted as planned, including by reason of tampering, unauthorized intervention, fraud, or technical failures, in which case the Sponsor reserves the right to select the winning entries from among all eligible entries recorded as of the time such action is taken. In the event of a dispute as to the identity of a winner, the claim will be deemed made by the holder of the original winning Raffle ticket. If any provision of these Official Rules is held invalid or unenforceable, the remainder of these Official Rules shall remain in full force and effect.

16. GOVERNING LAW; PROBLEM GAMBLING HELPLINE. This Raffle is governed by the laws of the State of Minnesota, without regard to its conflict-of-laws provisions. If you or someone you know has a gambling problem, call the Minnesota Problem Gambling Helpline at 1-800-333-HOPE.
